MUSEVENI LAUNCHES FINAL MANIFESTO IN MBALE, PLEDGES INDUSTRIAL AND SOCIAL TRANSFORMATION


Mbale, Uganda – President Yoweri Museveni  launched his final manifesto for the 2025-2026 term in Mbale District, outlining an ambitious vision to propel Uganda toward high-middle-income status through peace, security, industrialization, and infrastructure development.

Addressing thousands at a vibrant rally, the President emphasized the National Resistance Movement (NRM)’s “Kisanja Programme” as the blueprint for national transformation. “We must focus on peace and security to attract investment, drive industrialization, and create jobs for our youth,” Museveni declared, urging Ugandans to rally behind the NRM to achieve these goals.

A cornerstone of the manifesto is rapid industrialization, with a special focus on empowering Mbale’s youth through entrepreneurship and new industries. Museveni pledged to establish more factories and promote business startups, highlighting the Mbale Industrial Park as a key hub for job opportunities.”By creating industries, we will provide employment for the young people and boost economic growth,” he said.

Museveni committed to agricultural modernization, promising advanced farming techniques, improved market access, and irrigation schemes to enhance productivity. Key initiatives include the Namatala irrigation scheme, aimed at supporting local farmers in achieving higher yields and better incomes.

Infrastructure development featured prominently, with specific pledges for roads, railways, electricity, and water supply in Mbale and beyond:Roads: Upgrades and construction of the Nabumali-Butaleja road, Mbale-Nkokonjeru road (20 km), Bubulo-Bududa Circular road (28 km), Magale-Kulu road to Namisindwa, and Bukhakweka-Bumbo road, among others.

Railways: Revival and expansion of lines from Tororo to Gulu and Malaba to Kampala.

Water and Electricity: Coverage for 631 villages in Mbale District (79% of the area) via projects like Wabukasaa, Wabukasaa Solar, Nankunsie, Kibumbi, and the broader Namatala irrigation scheme.

The President reiterated the NRM’s commitment to quality education and healthcare for all Ugandans. Highlights include:Free education expansion. Establishment of 5 secondary schools in Mbale City and 21 government schools across the district. One school in each of Mbale’s 128 parishes and sub-counties, aligning with national policy. Continued investment in healthcare infrastructure to ensure accessible services.

Museveni linked these sectors to job creation, noting that industrial growth would fund sustained improvements in social services

Dubbed the Kisanja Programme, the manifesto aims to elevate Uganda to high-middle-income status by fostering self-reliance and inclusive growth. “This is our plan to transform Uganda. Support the NRM, and together we will realize this vision,” Museveni concluded.

The launch in Mbale marks the culmination of manifesto rollouts, energizing NRM supporters ahead of the next electoral cycle. As Uganda eyes economic leaps, the President’s pledges have sparked optimism among residents, who see industrialization and infrastructure as pathways to prosperity.
