Bugisu Parliamentary Caucus Engages Attorney General Over Bugisu Cultural Leadership Impasse

The Bugisu Parliamentary Caucus today held a high-level meeting with the Office of the Attorney General to discuss possible lawful and amicable solutions to the ongoing leadership impasse affecting the Bugisu Cultural Institution.

Seeking Clarity on Government’s Legal Position
The meeting focused on clarifying the Government’s legal position regarding the cultural leadership dispute and exploring avenues for restoring stability and harmony within the institution.

A key matter raised by the Members of Parliament was whether the legal opinion dated 18 March 2026, which has been widely cited in discussions surrounding the dispute, was authentically issued by the Office of the Attorney General and whether the Government still maintains the position expressed in that opinion.

Attorney General’s Chambers Confirms Legal Opinion Stands
Officials from the Attorney General’s Chambers confirmed that the legal opinion was duly issued by the Office of the Attorney General and remains the official legal position of Government. They further stated that the opinion is binding on all Government Ministries, Departments and Agencies unless it is lawfully reviewed or replaced.

According to the legal opinion, the five-year tenure of the current Umukuuka commenced on the date of his swearing-in, 20 October 2020, and consequently expired on 20 October 2025.

The Attorney General’s Chambers also informed the Parliamentary Caucus that a formal written communication reaffirming this legal position is currently being prepared and will be issued in due course.

A Step Toward Resolution
The engagement is viewed as a significant step towards providing legal clarity on the cultural leadership question and supporting ongoing efforts to achieve a peaceful, lawful and lasting resolution to the dispute affecting the Bugisu Cultural Institution.
