Kampala, Uganda – May 25, 2026 — In a historic session marking the inauguration of the 12th Parliament, Hon. Jacob Marksons Oboth-Oboth, the National Resistance Movement (NRM) Member of Parliament for West Budama County South (also referred to as West Budama Central in some reports), has been elected as the new Speaker of Parliament.
The election took place today at Kololo Ceremonial Grounds, with the main parliamentary building undergoing renovations. Oboth-Oboth secured a decisive victory in a secret ballot, defeating competitors including NUP’s Paul Mwiru and DP’s Norbert Mao. He was nominated by Vice President Jessica Alupo and strongly backed by the NRM caucus, following a high-profile endorsement from Chief of Defence Forces Gen. Muhoozi Kainerugaba and the Patriotic League of Uganda (PLU) earlier .
A Leader from Humble Beginnings
Born on April 13, 1971, in Tororo District, eastern Uganda, Oboth-Oboth rose from modest roots to become a prominent lawyer, intellectual property expert, and seasoned politician. He holds a law degree from Makerere University and has built a reputation for integrity, legal acumen, and community service.
First elected as an Independent MP for West Budama South in 2011—defeating a sitting minister—he has since been re-elected multiple times under the NRM banner, setting records for consecutive terms in his constituency. He currently serves as State Minister for Defence (General Duties) and has chaired key parliamentary committees, including Legal and Parliamentary Affairs, Rules, Discipline and Privileges, and Natural Resources.
Supporters praise his deep understanding of parliamentary procedures, commitment to national development, and ability to bridge divides. His recent oath as MP and swift rise to the Speakership underscore his growing influence within the ruling party and broader Ugandan politics.
What This Means for the 12th Parliament
As Speaker, Oboth-Oboth will preside over proceedings in the lower house, playing a pivotal role in legislative agenda-setting, maintaining order, and representing Parliament domestically and internationally. His election is widely seen as ushering in a new era of experienced leadership following the tenure of the previous Speaker.
In his first remarks after the vote, Oboth-Oboth expressed gratitude for the trust placed in him and pledged to uphold the Constitution, promote inclusive debate, and serve the people of Uganda with diligence and impartiality.
President Yoweri Museveni and other senior leaders have congratulated the new Speaker, highlighting the importance of a strong, functional Parliament in advancing Uganda’s development goals.
This development comes shortly after newly elected MPs were sworn in last week, setting the stage for a dynamic legislative term running through 2031.
