ATTORNEY GENERAL CONFIRMS AUTHENTICITY OF LEGAL OPINION ON BUGISU CULTURAL LEADERSHIP DISPUTE

KAMPALA – UGANDA – Wednesday, July 8, 2026.
The Office of the Attorney General has reaffirmed the authenticity of its legal advisory issued on 18th March 2026 regarding the leadership dispute within the Bugisu Cultural Institution.

In a letter dated 8th July 2026 addressed to the Chairman of the Bugisu Parliamentary Caucus, Deputy Solicitor General Charles Ouma confirmed that the legal opinion issued by the then Attorney General, Kiryowa Kiwanuka, was genuine and remains the official legal position of government.

The clarification follows a meeting held on 7th July 2026 between the Attorney General and members of the Bugisu Parliamentary Caucus at the Ministry of Justice and Constitutional Affairs. One of the key issues raised during the meeting was whether the March 2026 legal opinion had indeed originated from the Attorney General’s Chambers.

According to the Deputy Solicitor General’s letter, government confirmed that the advisory was formally issued by the Attorney General’s Chambers and that the legal advice contained in the document continues to stand.

The legal opinion relates to the commencement of tenure, the legal status of post-gazettement actions, and available remedial measures concerning His Royal Highness Jude Mike Mudoma, Umukuuka III of the Bamasaaba.

The clarification is expected to play a significant role in ongoing efforts by leaders and stakeholders to resolve the Bugisu cultural leadership impasse through lawful and peaceful means, ahead of preparations for Imbalu 2026.

Government has continued to encourage dialogue, adherence to the law, and respect for established legal processes in resolving disputes affecting traditional and cultural institutions.
