President Yoweri Kaguta Museveni has proposed a new line-up of Cabinet Ministers, Ministers of State, and Senior Presidential Advisors under the powers granted to him by the 1995 Constitution of Uganda.
Among the notable appointments is Hon. Simon Mulongo, who has been appointed Minister of State for Gender, Labour and Social Development in charge of Employment and Industrial Relations. Mulongo is expected to oversee labour relations, workers’ welfare, and employment policies in the country.
Also appointed is Hon. Lydia Wanyoto Mutende, who takes up the position of Minister of State for Public Service. Her role will focus on strengthening public service delivery, government administration, and civil service coordination.
The newly proposed cabinet features a mix of experienced political figures, technocrats, and returning leaders across key ministries including Health, Finance, Education, Defence, ICT, Lands, Tourism, and Foreign Affairs.

Hon. Jane Ruth Aceng Ocero as Minister of ICT and National Guidance
Hon. Dr. Chris Baryomunsi as Minister of Health
Hon. Henry Musasizi as Minister of Finance
Hon. Norbert Mao as Minister of Justice and Constitutional Affairs
Hon. Judith Nabakooba as Minister of Lands, Housing and Urban Development
Hon. Balaam Barugahara as Minister of Local Government
Hon. Tom Butime as Minister of Tourism, Wildlife and Antiquities
The President also named several Senior Presidential Advisors including Hon. Hamson Obua, Hon. Ruth Nankabirwa, Hon. Francis Mwebesa, and Hon. Evelyn Anite.
Political analysts say the new cabinet reflects a strategic balance between experienced leadership and fresh faces aimed at strengthening government service delivery ahead of Uganda’s next political phase.
The appointments are expected to be formally vetted and approved by Parliament before the officials officially assume office.
