Norbert Mao Declares Bid for Speaker, Vows to Champion Accountability and Integrity in Parliament

Kampala — Tuesday, February 24, 2026.
Norbert Mao, President General of the Democratic Party, has officially announced his intention to contest for the position of Speaker in the next Parliament, saying his nationwide consultation process has now come to an end.

Speaking to the media, Mao said he had engaged Ugandans from different regions and gathered enough views and encouragement to guide his decision to enter the race for the country’s top legislative office. He noted that the consultation phase was complete, adding that he had listened to citizens across the country and was ready to present himself for the role of Speaker.

He identified corruption as the country’s most pressing challenge, noting that it has become deeply rooted among those in positions of power. Mao explained that corruption now involves large sums of money that weaken service delivery and erode public confidence in institutions.

Mao added that, if elected Speaker, he would focus on strengthening accountability, promoting transparency and safeguarding the integrity of Parliament. He emphasized the need for Parliament to fully exercise its oversight responsibility to ensure proper management of public resources.

At the same time, Mao urged his supporters and party members not to campaign on his behalf, stating that his experience, qualifications and public record are sufficient to support his bid.

With his declaration, Mao joins a growing number of contenders seeking the Speakership, setting up what is expected to be a closely contested race for one of the most influential positions in Uganda’s legislative system.

The Speaker presides over parliamentary proceedings, directs legislative business and plays a critical role in maintaining the independence and authority of the House.
