Mbale City Woman MP-elect Lydia Wanyoto Mutende has officially declared her bid for the position of Speaker of Parliament, emphasizing the need for a free, transparent, and democratic electoral process within the House.
Speaking to the media, Wanyoto dismissed claims that the ruling party’s top decision-making organ, the Central Executive Committee (CEC) of the National Resistance Movement (NRM), has ring fenced the Speakership position. She stated that any perception suggesting that the seat has already been decided undermines democratic principles. According to her, the CEC does not interfere with the constitutional process of electing the Speaker, noting that all interested candidates are free to express their interest and follow the established procedures.
Wanyoto further highlighted the historical context of parliamentary leadership elections, referencing past transitions since the promulgation of the 1995 Constitution. She stressed that Uganda’s Parliament has consistently followed laid down rules and that the upcoming election should remain guided by fairness and institutional integrity. She urged Members of Parliament to focus on strengthening the independence of the legislature rather than engaging in speculation about endorsements or external influence.
Her declaration now brings the number of candidates seeking to replace the outgoing Speaker to three, following earlier by other contenders, including the incumbent Speaker, Anita Among, Persis Namuganza- MP Elect Bukono County and Justice Minister Norbert Mao. Wanyoto called on fellow MPs to safeguard the dignity of Parliament and ensure that the process reflects the democratic values enshrined in Uganda’s Constitution.
The election of the Speaker is expected to attract significant attention as Members of Parliament prepare to vote in what is shaping up to be a competitive and closely watched contest.
