KAMPALA, AUGUST 14, 2026
The Senior Presidential Advisor on Political Mobilisation, Moses Byaruhanga, has reiterated President Yoweri Kaguta Museveni’s plan to inject Shs200 million into each youth SACCO in Kampala’s five divisions as part of efforts to expand economic opportunities for young people.
Byaruhanga made the remarks on Friday, August 14, 2026, while officiating at the belated Youth Day celebrations held in Kawempe Division and organised by the Kawempe Youth Council under the leadership of its chairperson, Isaac Sebuufu.
He assured the youth that government remains committed to supporting their economic empowerment through SACCOs and other programmes aimed at promoting entrepreneurship and job creation.
“We are going to give you that money. We were supposed to do it last year, but the elections came in,” Byaruhanga told the youth.
He urged young people to embrace entrepreneurship and focus on creating employment rather than relying solely on formal jobs.
Byaruhanga also called on youth leaders to ensure that government programmes such as the Parish Development Model (PDM) and Emyooga are properly utilised to benefit their intended beneficiaries.

He said the government plans to increase PDM funding from Shs100 million to Shs300 million per parish, with the aim of enabling more people to benefit from the programme.
On Emyooga, Byaruhanga revealed that only 303 of the 566 SACCOs in Kampala are currently functional, while 263 are no longer operational.
He said government will assess and reorganise the existing Emyooga SACCOs and provide additional funding to those demonstrating potential.
Byaruhanga also announced the establishment of a common-user facility at Mulago II Parish, where skilled youth will access machinery and equipment to manufacture products such as shoes, bags, belts, sweaters, books and sanitary pads.
He said the facility will initially allow young people to use the machinery free of charge, with modest charges for electricity and water expected to be introduced later.
The Deputy Resident City Commissioner for Kawempe Division, Kagenyi Lukka, urged the youth to change their mindset and use government programmes and their skills to create businesses and employment.
“Don’t wait to be employed. Create employment,” Lukka told the youth.
The Kawempe Youth Council chairperson, Isaac Sebuufu, said the Youth Day celebrations were intended to create lasting opportunities for young people by showcasing their skills and connecting them to essential services.
The event also featured a medical camp and National Identification and Registration Authority (NIRA) services for residents.
