President Yoweri Kaguta Museveni has bid farewell to India’s outgoing High Commissioner to Uganda, H.E. Upender Singh Rawat, commending him for his service and contribution to strengthening bilateral relations between Uganda and India.
President Museveni made the remarks on Monday, September 21, 2026, during a farewell meeting with High Commissioner Rawat at State House, Entebbe.
“Thank you for your service in Uganda, and I wish you good luck in your next tour of duty,” President Museveni told the outgoing Indian envoy.
High Commissioner Rawat has served in Uganda for three years and three months, during which he said his mission worked closely with the Ugandan Government to strengthen cooperation and deepen relations between the two countries.
Among the key achievements highlighted during his tenure was the establishment and operationalisation of the first offshore campus of India’s National Forensic Sciences University in Jinja, Uganda, on April 12, 2023.

The institution provides training in forensic science and security-related disciplines, further expanding cooperation between Uganda and India in education, scientific research and security.
Rawat also highlighted his collaboration with Uganda’s Ministry of Foreign Affairs and the Bank of Uganda on the National Payment Switch, a digital financial initiative intended to enhance secure cross-border remittance solutions and strengthen the integration of Ugandans living abroad into the country’s financial ecosystem.
During the farewell meeting, the outgoing High Commissioner was accompanied by Mr. Yogender Singh, Second Secretary at the Indian High Commission in Uganda, and Ambassador Henry Mayega, Head of International Economic Cooperation at Uganda’s Ministry of Foreign Affairs.
Rawat is expected to return to India, where he will report to the headquarters before taking up his next diplomatic assignment.
His departure comes after more than three years of diplomatic service in Uganda, during which Uganda-India cooperation continued across areas including education, science, security and digital financial services.
