MBALE – UGANDA – Wednesday, July 8, 2026.
The Prime Minister of Inzu Ya Masaaba under Umukuuka IV, Rt. Hon. Mathias Nabutele, has commended the Bugisu Parliamentary Caucus for taking what he described as a responsible and statesmanlike step in seeking clarification from the Office of the Attorney General regarding the legal opinion on the ongoing Bukuka leadership dispute.

Rt. Hon. Nabutele said the caucus’s decision to establish the authenticity and proper interpretation of the Attorney General’s legal opinion demonstrates a strong commitment to the rule of law, transparency, and peaceful dialogue at a time when the Bamasaaba community is preparing for the 2026 Imbalu cultural celebrations.

The Prime Minister praised the leadership of Hon. Godfrey Wakooli Matembu, Chairperson of the Bugisu Parliamentary Caucus, together with his fellow Members of Parliament, for prioritizing unity over division and ensuring that discussions are guided by verified legal facts rather than speculation.

“The decision by the Bugisu Parliamentary Caucus to seek clarification directly from the Office of the Attorney General is a commendable demonstration of responsible leadership. Establishing the correct legal position is essential in building trust, promoting dialogue, and ensuring that any resolution is founded on law, justice, and mutual respect,” Rt. Hon. Nabutele said.

He emphasized that peaceful engagement among all stakeholders remains the most sustainable path towards resolving the leadership impasse while preserving the dignity, unity, and cultural heritage of the Bamasaaba people.

The Prime Minister further urged all parties involved in the dispute to embrace constructive dialogue, respect lawful processes, and refrain from actions or statements that could heighten tensions within the community.

Caucus Engages Attorney General Ahead of Stakeholders’ Meeting

The Bugisu Parliamentary Caucus recently met the Attorney General to verify the legal opinion issued by his chambers before convening a key stakeholders’ meeting intended to bring together the rival leadership factions. The initiative seeks to promote peace, unity, and harmony ahead of the Imbalu 2026 ceremonies, scheduled to commence on 1 August 2026.

Rt. Hon. Nabutele stated that, in his understanding of the legal position clarified during the consultations, the tenure of Umukuuka III has run its course and the tenure of Umukuuka IV has commenced. He said this understanding provides an important foundation for constructive engagement and should encourage all stakeholders to focus on reconciliation, institutional stability, and preparations for a peaceful Imbalu season.

He reiterated that protecting the unity of the Bamasaaba community and safeguarding the integrity of the Imbalu tradition should remain the collective responsibility of all leaders and stakeholders. He expressed optimism that the ongoing consultations would pave the way for a lasting and peaceful resolution, enabling the Bamasaaba community to celebrate one of its most treasured cultural traditions in an atmosphere of peace, unity, and mutual respect.
