I have listened carefully to this video.
I see no mention of how he ascended to leading the current cultural institution he has unilaterally renamed Umuguuga Wa Bugisu
The presentation is carefully but illogically and deceitfully presented to cover a grand lie to Bamasaaba
Let me first deal with the lie about Inzu Ya Masaaba Limited by Guarantee
Inzu Ya Masaaba Cultural Institution was established under Article 246 of the 1995 Constitution. There is nothing illegal about it.
IYM is governed by its Constitution that was approved by all district Councils of Mbale, Sironko, Manafwa and Bududa prior to election of the first Umukuuka We Ba Masaaba, Uwelukoosi Wilson Weasa Wamimbi (RIP). The constitution was gazetted as detailed later in this response
After enactment of the Institution of Traditional or Cultural Leaders Act in 2011, the act provided for government to extend support to recognised Cultural Institutions in the form of privileges. These privileges included vehicles.
In 2011, HE the President donated a vehicle to Inzu Ya Masaaba as part of the privileges under Schedule II Part one that provides for: _Official Vehicle, Support Vehicle, Honorarium, Educational Allowance, Travel, Arrangements Upon Death, and Security._
Registration of the vehicle
The question arose as to whether the official vehicle was to be registered under the names of Umukuuka Wilson Wamimbi or Inzu Ya Masaaba🤷🏾‍♂️
To register a vehicle, URA requires the owner to have a Tax Identification Number (TIN)
Inzu Ya Masaaba secretariat asked the line ministry to provide guidance on the matter.
The guidance received was that the cultural institution should establish a trading arm which will be registered as a company limited by Guarantee to do business for the institution and also acquire a *TIN* so that the vehicle is registered in the names of the trading entity under the Cultural Institution
In the meantime, government facilitated the generation of the TIN as documents for registering IYM Company Limited by Guarantee was being processed to avoid the vehicle being driven without registration number plates.A copy of the TIN registration is shared here. Note that the TIN clearly indicates two purposes, one of which is Vehicle Registration.
Not also that the tin was released ahead of the registration of the company
I state without fear of contradiction that Inzu Ya Masaaba Cultural Institution has never been replaced by the company Mr. Mudoma sings about.
In any case if Inzu Ya Masaaba was a company, then he was elected under the same illegal company.
How come he remains legitimate while the vehicle that brought him to office is illegal!
The constitution of IYM remains the law governing our cultural institution. It has been amended twice and the late Umukuuka II Bob Mushikori gazetted it to ensure the amendments are legal under General Notice Number 1271 of 2018, a copy of which is attached. _Who degazetted it?_
What is the integrity of a leader who tells lies with straight eye knowing very well he is lying
While he threatens taking others to court, let him be ready for arraignment in court for uttering false information to a government official under the Penal Code Act Chapter 128, section 115
As for the 5Ws, I leave it to them to respond to his accusations
Later I will expose Bamasaaba to how Mr. Mike Mudoma has crafted his journey to leadership of what he now calls Umuguuga Wa Bugisu. The steps taken will shock some of you.
